SEOUL, South Korea — North Korea said Thursday that it had test fired a new type of “tactical guided weapon,” its first such test in nearly half a year, and demanded that Washington remove Secretary of State Mike Pompeo from nuclear negotiations.

북한은 지난 목요일(4월18일) 새로운 형태의 "유도미사일" 발사했으며, 이는 마지막 미사일 시험으로부터 반년만이다. 동시에 북핵 협상중인 미국의 국무장관인 "마이크 폼페이오"에게 중단을 요구했다.

The test, which didn’t appear to be of a banned mid- or long-range ballistic missile that could scuttle negotiations, allows Pyongyang to show its people it is pushing ahead with weapons development while also reassuring domestic military officials worried that diplomacy with Washington signals weakness.

이번 중장거리 미사일 테스트는 미국과 북핵 협상을 무산 시킬수있기에 기대하지 않았지만, 북한 내의 미국과의 협상이 약하다는 여론을 의식한듯 북한국민들과 당국자들에 계속된 무기개발을 하고있음을 보여주기식의 실험으로 보인다.

Separately, Pyongyang’s Foreign Ministry accused Pompeo of playing down the significance of comments by North Korean leader Kim Jong Un, who said last week that Washington has until the end of the year to offer mutually acceptable terms for an agreement to salvage the high-stakes nuclear diplomacy.

이와는 별도로, 지난 주 북한 외무성 대변인은 폼페이오 미국 국무부장관을 비난하고 나섰는데, 이는 고효율적인 핵협상/핵외교를 위해서는 성호 수용할 수 있는 조건을 제시해야 한다고 전했다.

Both the demand for Pompeo’s removal from the talks and the weapon test point to Pyongyang’s displeasure with the deadlocked negotiations. In a statement issued under the name of Kwon Jong Gun, director general of the American Affairs Department at Pyongyang’s Foreign Ministry, North Korea accused Pompeo of “talking nonsense” and misrepresenting Kim’s comments.

북한의 요구는 폼페이오는 북핵협상에서 제외해야한다고 주장했으며 교착상태에 빠진 북행협상에대한 불만도 드러냈다. 북한은 이날 권종건 평양 외무성 미국국장 명의 발표를 통해 폼페이오국장은 "터무니없는 말을 한다"라고 언급하며 김정은의 발언을 잘못보도하고도 있다고 비난했다.

During a speech at Texas A&M on Monday, Pompeo said Kim promised to denuclearize during his first summit with President Donald Trump and that US officials were working with the North Koreans to “chart a path forward so we can get there.”

이에 폼페이오 국장은 24일 월요일 텍사스 A&M에서 가진 연설을 통해 김위원장은 도널드 트럼프 대통령과의 첫 정상회담에서 이미 북한의 비핵화를 약속했으며 미국 관리자들은 북한과 협력하여 "그곳에 도달할수있도로 길을 모색하고 있다"라고 말했다.

In a speech at his rubber-stamp parliament last week, Kim said he is open to a third summit with Trump, but only if the United States changes its stance on sanctions enforcement and pressure by the end of the year. Kim observed the unspecified weapon being fired Wednesday by the Academy of Defense Science, the North’s state-run Korean Central News Agency said. Kim was reported to have said “the development of the weapon system serves as an event of very weighty significance in increasing the combat power of the People’s Army.”

김 위원장은 지난 주 의회 연설에서 "트럼프와의 3차 정상회담은 열려있다" 하지만 그것은 미국이 연말까지 북한 제재 압박에 대한 태도를 바꿀때만이 가능하다고 전했다.이어 조선중앙통신 보도에 따르면 김 위원장은 지난 주 수요일 발사된 비사일을 시찰했다고 말했다. 이어 말하길 "무기를 개발하는 시스템에 대한 발전은 인민군 전투력 증강에 매우 중요하고 비중있는 일"이다 라고 말한것으로 알려졌다

The Associated Press could not independently verify North Korea’s claim, and it wasn’t immediately clear what had been tested. A major ballistic missile test would jeopardize the diplomatic talks meant to provide the North with concessions in return for disarmament. A South Korean analyst said that details in the North’s media report indicate it could have been a new type of cruise missile.

AP통신은 북한의 주장은 검증할 수 없고 그 어떤것이 실험되었는지 즉각 명확히 밝혀지지 않았다. 북한의 대규모 탄도미사일 실험은 북한에 대한 양보를 제공하는 현재 외교적 대화를 위태롭게 할 것이라고 했다. 대한민국의 한 북한 전문가는 북한 언론 상세내용에 따르면 이번 실험은 새로운 형태의 순항미사일일 수도 있다고 전했다.

one of the lower level officials mentioned in the North’s report on the test — Pak Jong Chon — is known as an artillery official. Some in Seoul worry that the North will turn back to actions seen as provocative by outsiders as a way to force Washington to drop its hard-line negotiating stance and grant the North’s demand for a removal of crushing international sanctions.

북한 핵실험 보고서에 언급된 포병관리자 박종천으로 알려져 있다. 대한민국 정부 일각에서는 북한은 미국이 북한에 대한 강경한 협상적 입장을 철회하고 북측 재재해제를 요구를 받아드리기 위한 방법으로 도이처럼 도발적인 입장으로 돌아갈까봐 우려하는 소리가 흘러나오고있다.

A string of increasingly powerful weapons tests in 2017 and Trump’s response of “fire and fury” had many fearing war before the North shifted to diplomacy. Media reports have suggested Kim may visit Vladivostok, Russia, next week for a summit with President Vladimir Putin.

2017년 한창 강력해지는 무기실험에 대해 오히려 트럼프 대통령의 "fire & fury" 대응은 오히려 북한은 전쟁을 두려워하는 것같은 분위기였다. 언론 보도에 따르면 김 위원장은 브라디미르 푸틴 대통령과 정상회담을 갖기 위해 다음 주 블라디보스토크를 방문할 것이라고 전했다.

Japan’s Fuji Television Network on Wednesday showed Kim’s de facto chief of staff, Kim Chang Son, visiting an area near Vladivostok’s train station.

일본 후지TV는 19일 뉴스를 통해 실재로 김위원장 비서실장인 김창손이 블라디보스토크 기차역 인근을 방문하는 장면을 보도했다.

Trump said last month that he “would be very disappointed if I saw testing.” There have been fresh reports of new activity at a North Korean missile research center and long-range rocket site where Pyongyang is believed to build missiles targeting the US mainland.

트럼프 대통력은 지난 달 "(북한의 미사일)실험을 보면 매우 실망스런울것이다"라고 말했다. 미국 본토를 겨냥한 미사일을 만들것이라고 추정되는 장소(미사일연구소와 장거리 로텟부지)에서 새로운 활동의 보고가 있었다.

North Korean media said Wednesday that Kim guided a flight drill of combat pilots from an air force and anti-aircraft unit tasked with defending Pyongyang from an attack.

또한 북한의 매체는 김위원장이 평양을 방어하는 주 부대인 공군 및 대공부대의 전투비행 후련을 지도했다고 전했다.

The analyst said the test could also be intended as a message to the North Korean people and military of a commitment to maintaining a strong level of defense even as it continues talks with Washington over nukes.

한 분석가는 북한은 미국과 계속 핵을 놓고 협상을 하고 있지만, 그럼에도 불구하고 북한 주민과 북한 군대에 대한 강력한 방어 수준을 유지하겠다는 강한 의지를 보여주는 메시지라고 말했다.

Melissa Hanham, a non-proliferation expert and director of the Datayo Project at the One Earth Future Foundation, said the North Korean weapon could be anything from an anti-tank weapon to a cruise missile.

One Earth Future Foundation[OEFF]재단 소장이자 핵비확산 전문가인 멜리사 한햄[Melissa -Hanham]은 현재 북한의 무기는 대전차 무기에서 순항 미사일까지 어떤 무기이던지 가능한 수준이라고 말했다. 

The North said Thursday that Kim Jong Un mounted an observation post to learn about and guide the test fire of the weapon.

북한매체는 17일 김정은이  무기시험발사 참관 및 사격등을 테스트하고 지도했다고 전했다.

This is the first known time Kim has observed the testing of a newly developed weapon system since last November, when North Korean media said he watched the successful test of an unspecified “newly developed ultramodern tactical weapon.” Some observers have been expecting North Korea to orchestrate “low-level provocations,” like artillery or short-range missile tests, to register its anger over the way nuclear negotiations were going.

이번 김 위원장의 무기실험 참과은 지난 11월 "새로 개발된 전술무기테스트" 이후 처음이라고 북한 매체는 전했다. 일부의 관측에서는 북한이 핵 실험 협상에 대한 불만을 포병 및 단거리 미사일과 같은 "작은 도발"로 조율하는것으로 예측했다.

North Korean officials accompanying Kim at the test included Ri Pyong Chol and Kim Jong Sik, two senior officials from the North’s Munitions Industry Department who have been sanctioned by the US Treasury Department for their activities related to the country’s ballistic missile program.

이번 실험에 함께 참석한 리평철과 김정식은 이미 탄도미사일 프로그램관련 활동으로 미 재무부에 제재를 받아온 사람이다.

Ri is believed to be a key official involved in North Korea’s intercontinental ballistic missile development, while Kim Jong Sik has been linked to the country’s efforts to build solid-fuel missiles. The Pyongyang-based Munitions Industry Department is sanctioned both by the United States and the UN Security Council.

리(평철)은 대륙간 탄도미사일(ICBM) 개발에 관여하는 핵심 당국자이고, 김정식은 북한의 고체연료 미사일 개발쪽에 연계되있는 것으로 보인다고 전했다. 평야에 본부를 둔 통일산업부는 미국과 유엔 안전보장이상회로부터 제재를 받아오고 있다. 

Hanham 한햄은 “Even if this is not a ‘missile’ test the way we strictly define it, these people and MID are all sanctioned entities for a reason,” Hanham said.

"우리가 엄격하게 정의하는 제재하는 "미사일 실험"은 아니더라도 어떤 이유로라도 제재를 받는 실체들이다"라고 말했다

The White House said it was aware of the report and had no comment. The Pentagon also said it was aware but had no information to provide at this point.

백악관은 이번 북한의 미사일 실험을 이미 알고있어지만 아무런 언급을 하지 않았다고 밝혔다. 펜타곤 역시 알고있었지만 현재로써는 언급할 사항은 없다라고 말했다.

South Korea’s presidential office said it has no immediate comment. South Korea’s Joint Chiefs of Staff said it is analyzing the test but did not specifically say what the weapon appeared to be.

청와대는 즉각적인 언급은 없었다. 합동참모본부 역시 이번 실험에 대해 분석중이긴하나 어떤 무기인기 구체적으로는 발표하지 않았다.

After the animosity of 2017, last year saw a stunning turn to diplomacy, culminating in the first-ever summit between Washington and Pyongyang in Singapore, and then the Hanoi talks this year. North Korea has suspended nuclear and long-range rocket tests, and the North and South Korean leaders have met three times.

미국과 북한은 2017년 외교적 반감이 호전으로 급선회 이후, 싱가폴에서 열린 북미회담, 이러 하노이 회담으로까지 정점을 찍은 상태이다. 북한은 핵과 장거리로켓 미사일 실험을 중단했으며, 남과 북 정상을 3차례 만났다.

But there are growing worries that the progress could be killed by mismatched demands between Washington and Pyongyang over sanctions relief and disarmament.

그러나 미국의 요구처럼 군축 및 미사일실험 정지와 북한의 제재 해제같이 서로의 요구가 일치하지 않아 이런 진전이 사라질 수도 있다는 우려가 커지고 있다.
